Storm Lake Heights HOA Annual Meeting
Storm Lake Heights Community Park
September 13, 2020 – 4pm
1. Call to order: Tim Hastings, President, started the meeting at 4:09pm.
2. Roll Call: 18 homes in attendance, along with the lots Peter Lance still owns, made for a quorum.
3. Board Update: Tim stated that due to health and personal reasons, two former members had to vacate their positions. Stephanie Clarke (Treasurer) and Kelly Sunagel (Secretary) offered to step in for the duration of their respective terms.
4. Unfinished Business:
· Community Trails:
A. Bridge in back trails was replaced in early 2020. Go Check it out!
B. The board is in the process of getting bids for maintenance of the back trails, to include rock for walkways and the clean-up of all trees/shrubs that are encroaching on the trails.
· Playground was repaired at a cost of $3,000 (There are a few things left to finish and Tim will follow up with Joel to finish those). Thank you to Andrew Ellis for the use of his water for the repair process!
· New Lights at the Park were approved at the last HOA meeting (March 2019).
A. Due to an increase in price, the board had to ask for an increase from $6500. to $8568. Approved.
B. The lights will be 14 feet tall, black, with two pendant lights per post (See attached photo). Three light structures to replace the three in disrepair.
C. Lights will be ordered in the next week and can take up to 10 weeks to deliver. Stay tuned for installation info!
· Retention pond cleaning has consistently been brought up over the last two years and money has been placed into reserves to take care of the maintenance ($10,000 per pond). There are five ponds in the neighborhood, so the plan has been to do one every year.
A. Kelly contacted the county for guidance, and it was discovered that we do not need the level of maintenance we originally thought. Stephanie and Kelly have acquired several bids, totaling around $5200 for all five ponds.
B. Keston Woodyatt mentioned he thought there was more to it so Kelly will follow up with the county to make sure we are in compliance.
C. Due to a scare a few weeks back, locks were purchased for the two fenced retention ponds. The gates are now locked.
D. Keep an eye out for dates of the cleaning as it could be dangerous if you get too close – lots of mulching and cutting.
5. New Business:
· ACC Update:
A. Vacant Lot Sales - Peter Lance has placed 13 of his lots up for sale and as of today, all but one is pending or sold. Thank you to our newest neighbors who just purchased a lot, Mark and Jennifer, for attending the meeting! Welcome!
B. Monique Rounsavelle, ACC Chair, stated that she is working with both the individuals and the construction companies who have purchased the lots so that the homes to be built stay true to the neighborhood – Craftsman Style Homes only. In addition, she will work with the builders to respect the neighborhood with regards to building hours and noise.
C. Monique also let everyone know that the ACC committee has to approve additions to any property - please contact the committee if you plan any updates to your property (fence, shed, house paint, etc). Thanks Monique!
· Dues not paid for 2020 - Tim let everyone know that three lots have not paid their 2020 dues and the board is currently reaching out to the homeowners for payment.
· Cameras have been installed at the park and several homeowners had questions as to why. It was explained that due to vandalism to the play structure and people who do not live in the neighborhood using the play structure, the neighborhood community cannot continue to pay for all of the repairs. Please contact the board if you have any questions.
· Board Openings and Vote:
A. Keston Woodyatt was voted in as Vice President.
B. Michelle Young was voted in as the newest ACC member – thank you both!
· Proposal From Community – Dues Increase:
A. Several neighbors discussed raising the dues by $5 a month ($60 for the year).
B. The board said it was not necessary at this time, however, it is something to discuss at a later time.
C. Community wanted to discuss it now – which they did.
D. Due to the quorum, a vote was asked for to increase the dues to take effect in 2021. Motion by Michelle Young, second by Monique Rounsavelle.
E. All were in favor, no one opposed.
F. Dues will be $460, starting in 2021. More info to follow.
G. Please contact the board with any issues and please remember, if this will be a financial problem, we can take monthly payments and we are happy to work with you.
6. Financial Update:
A. Budget (attached) was discussed – thank you to Kathy Bernhardt for helping Stephanie transition all of the documents during this time!
B. Budget was approved – Motion from Michelle Young and a Second from Randy Keller.
7. Other Items Discussed:
A. We have a Facebook page! Please let the board know if you want to be part of that page – great way to stay in touch, get info out fast, Etc. It is private, so you will have to be approved. Storm Lake Heights HOA Snohomish Group.
B. Please remember – RVs, boats, and trailers cannot stay parked in driveways for more than a few days. We will contact people in violation of the CC&Rs.
C. Parents asked if kids will be trick or treating- most said they hope to have their kids out. Many will be at the park, adults and kids – more info to come!
D. Social Committee will hopefully start up – thank you to Jenn Garretson for offering to take that on! More info to come.
E. Looking for a Welcome Committee – we will have lots of new neighbors once the lots are all built. Reach out to the board if interested in joining that committee.
